The Minnesota Department of Human Rights is the state’s civil rights enforcement agency. Our Department protects the civil rights of Minnesotans through the Minnesota Human Rights Act, one of the strongest civil rights laws in the country. The Associate General Counsel participates as a member of the Department’s legal team and will play a key role in achieving the transformational goals of the Minnesota Department of Human Rights.

In this position you will apply specialized legal knowledge in the area of civil rights law to provide strategic advice during human rights investigations, ensure that the agency’s discrimination findings meet applicable legal standards, and negotiate settlement agreements on behalf of the agency during conciliation. This position provides privileged legal advice and consultation to the Department of Human Rights Commissioner, Deputy Commissioner, General Counsel, Deputy General Counsel, and agency managers and employees. This position will research and analyze state and federal statutes, rules, regulations, and state and federal case law to support the agency in decision-making and business planning activities.

Hybrid Work Environment

To promote a culture of flexibility, we offer staff a hybrid work environment with a mix of weekly in office and telework days that vary by team, position, and business needs. With a telework agreement, onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. The Department of Human Rights Office is located in St. Paul, MN.

Minimum Qualifications

To be considered, all applicants must include a cover letter describing their interest in working for the Department of Human Rights.

Education and Experience Requirements:

  • Juris Doctorate from an accredited law school.

  • Current license (in good standing) to practice law in the State of Minnesota.

  • Three (3) years of experience practicing civil rights or anti-discrimination law, including drafting legal memoranda and successfully negotiating settlement agreements.

Applicants who meet the above will be further assessed on the following:

  • Extensive knowledge of federal and state anti-discrimination laws in the areas of employment, education, housing, and public accommodations.

  • Excellent legal research and writing skills sufficient to write and edit clear and concise memos, correspondence, training materials, and presentations.

  • Excellent customer service skills and ability to demonstrate empathy to enhance working relationships with internal and external parties.

  • Strong organizational, time management, and project management skills.

  • Demonstrated ability to convey complex legal information in plain language to members of the public and stakeholders.

  • Ability to see multifaceted problems and use sound judgement skills to determine best outcomes

  • Ability to work in an environment with competing priorities and points of view.

  • Alignment with the Department’s vision, mission, and values, and commitment to diversity, equity, and inclusion.

  • Commitment to principles of equal opportunity and inclusion and ability to work with diverse communities.

Preferred Qualifications

  • Advanced knowledge of the Minnesota Human Rights Act, Minnesota Administrative Rules, and Minnesota Government Data Practices Act.

  • Experience conducting all phases of state or federal court litigation.
