The N253 Department manages the United States Central Command (USCENTCOM), United States Southern Command (USSOUTHCOM), and the Joint Staff work programs under the N250 Division for Joint Staff and Combatant Commands. Our goals are to deliver on our sponsor commitments with high technical quality, increase our operational impact and address our sponsor’s most critical challenges while growing a strong innovative team that can meet the sponsor’s needs and adheres to MITRE’s core values. This work program directly supports or engages with the Joint Staff J3, J4, J6, J7 and J8 on technical challenging and operationally aligned problems that address joint mission needs for the Department of Defense. The Joint Staff work program has tasks that require systems engineering, Nuclear Command and Control (NC2) expertise, data analytics, operations research and information systems design and analysis.

Job Description:

This is an approximately 7 STE project that provides systems engineering and analytical support to the Joint Staff. The work supports an exciting variety of challenges across our sponsor base such as: Nuclear Command and Control (NC2), Combined Joint All Domain C2, Modeling and Simulation, Data Management and Analytics, Digital Modernization, Operational Analysis, Concept Development, and Mission Engineering. MITRE has been at the forefront of developing and delivering high impact innovative concepts and solutions in these challenge areas to enhance warfighting capabilities and posture the Joint Force to be the most advanced military in the world. The Joint Staff Project Leader will have the ability to impact the Department of Defense, Joint Staff, Combatant Commands and a host of National Security and Intelligence Community stakeholders within this role.

Selected candidates will demonstrate the following:

  • Strategic Leadership. Define and guide strategic objectives and daily execution of support to the Joint Staff. Ensure FFRDC-appropriate impactful tasks are defined, and meaningful data driven products are developed in a timely and relevant manner. Proactively and closely partner with MITRE Intel Division (J2) leadership to deliver seamless, holistic, and strategic impact to Joint Staff. Actively collaborate with other projects supporting related sponsors to ensure maximum value and impact across MITRE’s sponsors.

  • Domain / Technical competence. Demonstrate strong familiarity and skill in one or more of the following areas: (1) Joint Command and Control, including Combined Joint All Domain C2, Nuclear Command and Control (NC2), Modeling and Simulation, Data Management and Analytics, Digital Modernization, Operational Analysis and Mission Engineering.

  • Interpersonal skills. Deliver strong leadership and develop a team that partners closely with both senior military leaders and action officers to identify operational and engineering challenges, potential solutions, and communicate project goals and impacts clearly and effectively.

  • Collaboration. Cultivate a project team environment that develops robust network of MITRE and other professional connections to engage and collaborate with engineers and planners, subject matter experts, international program (foreign military sales) specialists, and defense acquisition professionals. Continue to leverage a pipeline of MITRE technical expertise from the Labs, capabilities from the MITRE Platforms, and transitioned R&D from the MIP into project delivery.

  • Senior Sponsor Experience. Comfortably and respectfully engage with senior military leaders and engineers as well as commercial executives and managers.

  • Flexibility. Be able to modify and alter course as the environment and sponsor priorities shift. Understand the power of reach-back and be an effective conduit to bring the talent forward to execute at the right time.

Roles and Responsibilities:

  • Focused achievement of project outcomes while adhering to scope, schedule, and budget

  • Oversee/execute work on the project, consistent with N253 technical quality processes

  • Work with the department to staff projects to ensure the right talent is supporting the tasks

  • Build, grow, and lead a cohesive and high performing MITRE team

  • Set clear expectations to personnel on project tasks. Work w/ staff supervisors to ensure progress is meeting goals and performance expectations

  • Support Department leadership team by identifying opportunities and support development of Dept strategy

  • Regular engagement w/ key sponsors (e.g., J-DIR SES/GOFOs), Department and Division leadership, and MITRE cross cutting initiative Leadership.

  • Develop/nurture sponsor relationships; serve as primary interface to direct sponsors and government project lead (GPL).

  • Collaborate closely with other MITRE’s colleagues with relevant expertise, locally and elsewhere. Foster collaboration by project members and a “norm” of leveraging reach-back support from the company.

  • Perform contract administration and budgetary/financial planning, supported by the department, as needed – In concert w/ dept leadership, provide awareness of current year progress thru program execution reviews

  • Support/develop opportunities, where appropriate, to support MITRE outreach engagement strategies in support of sponsor work program (i.e., University R&D, MIP, softshell)

  • Develop and maintain project strategy and workshaping plans, highlighting opportunities for senior leader engagement.

Basic Qualifications:

  • Bachelor’s Degree and 10 years of related experience or equivalent in Engineering, Physics, or a technical degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience

  • Active TS/SCI Clearance

  • Experience and familiarity working with senior government leaders at the general officer and SES level.

  • Experience with requirements documentation and program/mission gap analysis and systems engineering application to mission gaps and challenges.

  • MITRE task management experience, to include work shaping.

  • Knowledge of MITRE’s value proposition, organizational structure, strategy, work programs, and N253/N250 division initiatives

  • Demonstrated ability to independently bring new, innovative solutions to sponsor challenges and strategically advocate for new approaches.

  • Major Command (MAJCOM) or CCMD work experience, command & control communications experience, warfighter support experience

  • This position has an on-site requirement of 5 days a week.

    Preferred Qualifications:

  • MS or higher degree in Physics, Engineering, or a technical degree

  • Experience integrating classified capabilities with Combatant Commands, MAJCOMs

  • Experience in development and application of modeling, simulation, and analysis capabilities and methodologies.

  • Working knowledge, familiarity with NMCS Mission Essential Functions (MEFs), core NC2/NC3 key systems, major nuclear force weapon systems, modernization efforts

  • Systems Engineering experience in an acquisition program

  • Experience with prototyping, demonstrations, user evaluations

  • 10+ years working in NC2/NC3 mission area

  • Experience with all aspects of project management, such as work shaping, staff planning and selection, recruiting, budgeting, and reporting, managing geographically distributed groups
